On the morning of July 21, Huangpu River waters passenger ferry accidents emergency response drill
was successfully held in the Longhua waters of the Huangpu River in Shanghai. The theme of this drill
was "Guarding the Waterfront of the River, Serving Smart Cities", which aims to further enhance the
emergency response capacities of the Huangpu River core section of the water area, strengthen the
construction of Shanghai's water search and rescue system, and enhance the soft power of Shanghai.
The drill was of great significance for fully testing and strengthening the organization and coordination,
decision-making and commanding capabilities of Shanghai maritime search and rescue agencies, and
the comprehensive actual combat capabilities of maritime search and rescue forces to better protect
the lives and property of the people.
The drill was sponsored by the Shanghai Maritime Search and Rescue Center, and undertaken by the
Shanghai Maritime Safety Administration, the Municipal Transportation Commission, the Municipal
Emergency Bureau and Jiushi (Group) Co., Ltd.
The drill was simulated when a small sand-gravel ship was passing through the waters of the Longhua
Bend of the Huangpu River,due to improper maneuvering and negligence of the crew, the maneuvering
of the ship was affected by tidal currents,It collided with a passenger ferry that was crossing the channel
(carrying about 150 passengers), and the small gravel ship sank after the collision. The passenger ferry
had cracked in the hull, the ship was seriously tilted when the water entered, the moped in the cabin
fell to the ground and an open fire was generated, some passengers were injured, and some passengers
jumped into the river due to panic; After a sea-going vessel found a forward collision accident and a person
falling into the water on the river, it took emergency avoidance measures. Due to the limited maneuvering
space of the ship in the narrow waterway, the ship yaw touched the hydrophilic platform in Xujiahui public
space,it caused nearby citizens and tourists panic, shoreline facilities were damaged, accidents and dangers
urgently required comprehensive emergency rescue and treatment. After the danger occurred, the Shanghai
Maritime Search and Rescue Center immediately launched an emergency response and organized multiple
forces to carry out rescue operations.
It was learned from the drill site that, in order to reflect the purpose of "training is war", the drill was carried
out in a scriptless actual combat mode, focusing on emergency response, ship collision, ship fire, ship sinking,
search and rescue of overboarding people, first aid for the wounded, large-scale personnel transfer, ship control,
ship salvage, water pollution prevention by using oil booms and oil absorbent pads, traffic control, land isolation,
and information disclosure these 12 subjects.
It is understood that the drill was attended by 16 member units from the Shanghai Maritime Search and Rescue
Center, the Shanghai Maritime Safety Administration, the East China Sea Rescue Bureau, and the Shanghai Public
Security Bureau. It was dispatched 28 ships of various types and 3 helicopters and more than 300 participants
participated in the drill.
