Two water fire emergency drills were staged in Yangzhou and Nantong respectively.
The unscripted water pollution prevention and firefighting emergency drill in Yangzhou
during the flood season was jointly organized by Yangzhou Maritime Safety Administration,
Yangzhou Economic Development Zone, Yangzhou Public Security Bureau Water Branch,
Sinopec Yangtze Fuel Co., Ltd. Zhenjiang Branch, and two tugboat companies. The drill
was simulated the day of "World Seaman Day", the sea cruiser was flying full flags to
carry out "World Seaman Day" theme publicity and daily cruise work. When a heavy-load
cargo ship A was carrying out refueling operations in the #14 water service area, it
encountered a large currents, then the tail cable broke, caused the oil pipe to rupture
and an oil spill danger.
The staff on duty in the service area immediately called the Yangzhou City Water Search
and Rescue Center's on-duty phone for help. After preliminary understanding of the situation,
the maritime law enforcement officers immediately dispatched marine cruisers to the scene for
rescue, and coordinated the emergency stationed tug at the dock to rush to the scene to
participate in the rescue. Five minutes later, the maritime patrol boat rushed to the scene,
and law enforcement officers immediately organized the tug boat to contain and recover
the oil spill. During the rescue process, a large fire broke out in the A-ship kitchen, and law
enforcement officers quickly coordinated with the present people to clearly divide the work
for rescue. At 10:25, the danger was successfully resolved and the emergency drill was
ended successfully.
The four units from the water gas station, the development zone, the water public security,
and the maritime department respectively conducted comments and pointed out some of
the problems exposed during the drill, such as insufficient water pressure of emergency
fire pumps, and insufficient use of anti-pollution equipment such as oil absorbent pads.
At the same time, the person in charge of the water service area should be urged to
strengthen personnel training, increase the frequency of pollution prevention and fire
emergency drills, and ensure that they can accurately study and judge and respond
correctly when a dangerous situation occurs.
The emergency drill in Yangzhou was dispatched 3 boats and more than 20 participants,
which effectively tested the emergencies disposal abilities of Yangzhou Maritime Safety
Administration in the jurisdiction and improved the emergency cooperation capabilities
of all units in the jurisdiction.
The drill carried out in Nantong was the first large-scale comprehensive drill, which was
organized by the Chongchuan Maritime Department's water emergency response consortium.
The drill was simulated when a sea tanker was sailing descending to the waters near the
Yangtze River No. 31 float,it suddenly lost control and collided with a refuelling ship on
the dock near the waters, it caused damage to the ship hull, fuel leakage and fire, and
two crew members of the ship fell into the water.
"Command center, I am Marine 1. The main engine of my ship is out of control near the
Yangtze River 31# floating, and we collided with a refueling ship berthed at a nearby
wharf and requested help." At 10 o'clock in the morning, the Nantong Maritime Safety
Administration Command Center suddenly received a report. The command center
immediately organized the Chongchuan area to provide emergency assistance to
the members of the consortium and rushed to the accident site to participate in
rescue. Two sea cruisers and a public security boat arrived first for preliminary
disposal. Haixun 06913 ship was responsible for on-site command and controlled
nearby launching ships to avoid the accident site; Haixun 06912 ship and Yangtze
River Patrol 1509 ship rescued two people who fell into the water immediately.
Subsequently, two high-horsepower tugboats, two dual-use towboats, special
firefighting ships, special cleaning ships and professional salvage ships rushed to
the scene one after another. After the rescue ships were in place, under the
command of the on-site command boat, they immediately launched their own rescue
operations. Through the joint cooperation of the members of the consortium, the open fire
was extinguished, the damaged part of the refueling ship was successfully blocked, the
oil spilled on the water was collected by using oil booms and oil absorbent pads, and the
out-of-control sea ship was towed to safe waters and anchored. This comprehensive emergency
rescue drill was successfully completed.
