At 9:45 on the morning of June 25, with the command of the exercise commander, the collision
of the Zhoushan Shengsi merchant ship and fishing ship and oil spill handling emergency joint
drill was kicked off.
The drill was simulated that the bulk carrier "Jiuhuashan 21" collided with the fishing boat
"Shengsiyu 1" in the water’s northeast of the Majishan No. 3 anchorage, caused damage
to the No. 1 fuel tank on the left side of the "Jiuhuashan 21", partly of the fuel oil leaked
then caused ocean pollution, and a crew member on the "Shengsiyu 1" ship fell into the
water.
After receiving the report, the Zhoushan Maritime Search and Rescue Center (Zhoushan
Oil Spill Emergency Center) immediately activated the emergency response plan and
assigned the "Hai Xun 0743" boat from Zhoushan Maritime Safety Administration to
the scene of the accident and acted as the command boat, they also coordinated
1 fishery administration vessel and 1 port boats, 3 cleaning ships, 1 tug and other
forces to rush to the scene for disposal, and at the same time instructed the
"Jiuhuashan 21" ship to take emergency measures immediately.
The "Shengsiyu 1" ship found and successfully rescued the people who fell into the
water on the port side of the ship, and the crew turned the danger to safety. After
the pollution-cleaning ships "Canghai 1" and "Canghai 9" arrived at the scene,
oil booms were arranged around the accident ship. The "Canghai 2" ship carried
oil absorbent pads, oil spill dispersant and other equipment to clean up the pollution.
At 10:10, after coordination and disposal by all parties, all oil pollution on the sea
surface was removed, and the crew member who fell into the water were safely
sent for medical treatment. The drill was ended successfully.
A total of 11 boats and more than 100 people participated in the drill. The drill
was organized in an orderly manner and responded quickly, and achieved the
expected results.
