This drill was simulated a violent collision between the ship Z of the Shihu Wharf 5#6# berth project and
an illegal passenger-carrying township ship, causing damage to the port and stern engine room hull of the
Z-wheel, and a small amount of fuel was spilled over the sea; illegal a person from passenger-carrying township
ships fell into the water. The situation was urgent and people who fell into the water are in urgent need of
rescue. If the oil spill was not handled in time, it may cause water pollution in the Shihu Port area and
threaten the ecological environment of the Quanzhou Bay water area.
After receiving the report, the Quanzhou Shishi Maritime Department immediately activated the emergency
plan according to the instructions of the Quanzhou Maritime Safety Administration, established an on-site
emergency command team, and broadcasted navigation warnings through the Quanzhou Maritime Safety
Administration Traffic Management Center as soon as possible and controlled traffic in the waters where
the incident occurred. And dispatched the "Hai Xun 08608" boat to the scene of the incident to conduct
on-site command, search and rescue, and security work.
At the scene, the Quanzhou Shishi Maritime Department asked the Z ship captain to pay close attention
to the drifting direction of the overboard crew and report the location of the overboard crew at any time.
At the same time, they coordinated the rescue boats of the Xiangzhi Fishing Port Voluntary Rescue
Association of Shishi City and the rescue boats of the Gangxing Maritime Voluntary Rescue Center to
rush to the scene of the incident to participate in the maritime search and rescue operations. The
rescue ship quickly found the person who fell into the water through the smoke signal, and the
rescue team immediately carried out on-site rescue and rescued the overbaording person from the
water. The overbaording person was in a coma when he was transferred to the rescue boat and still
had vital signs. The rescue team immediately provided emergency assistance to the overbaording
people, and transferred the wounded to the nearest ashore. Then the standby 120 ambulances at
the pier sent him to the hospital for further "treatment".
In response to fuel leakage, the Quanzhou Shishi Maritime Department immediately requested the
Z ship’s captain to carry out oil spill response and deployment in accordance with the ship’s "Oil
Spill Contingency Deployment Sheet", and organized the crew to plug the damage to the port and
stern engine room hull and clear the engine room oil spill, arranged the crew to monitor the spread
of oil pollution on the sea surface and the direction of drift. At the same time, they coordinated
the Shishi Haida Port Service Co., Ltd to carry a cleanup ship with oil skimmers,oil absorbent pads
to rush to the scene to remove oil from the sea; coordinated Fujian Yixuan Shipping & Cargo Co.,
Ltd. to send 2 auxiliary vessels to carry the oil booms for oil spill controlling and removing around
the Z ship . Under the coordination and command of the Quanzhou Shishi Maritime Department,
and with the coordination of all parties, the hull damage of the Z ship was plugged, and the oil
in the engine room was cleaned; the oil spill on the sea was completely cleaned up without
causing pollution to the surrounding seas.
