In order to further improve the fire emergency response capabilities of petrochemical sites and increase
employees' awareness of disaster prevention and mitigation, Sinopec Anshun Oil Depot independently
carried out an emergency fire emergency drill for the rupture of the metal hose of the storage tank of
the Anshun Oil Depot in accordance with the actual situation of work.
According to reports, this drill was simulated a metal hose rupture and oil leakage in Anshun Oil Depot
No. 10 during the oil delivery process. In the process of oil recovery and disposal, sparks were
accidentally generated to cause a fire. According to the requirements of the drill, at that day, the
line personnel found that the metal hose on the oil pipeline of the 10# tank was ruptured and
leaked during the line inspection process. They immediately used the walkie-talkie to report to
the central control duty officer and the duty director, requesting the oil depot to activate the
emergency plan.
With the start of the drill, the emergency teams acted quickly in accordance with the requirements
of the plan drill, and organized separate evacuation and alarm calls. A group of rescuers quickly
arrived at the scene and used aluminum barrels, oil absorbent pads, fire-fighting sand and other
materials to seal the leaked oil. At the same time,they checked whether the drain port of the tank
area is closed, and closed the valves at both ends of the metal hose to cut off the source of leakage.
According to the preset script of the drill, during the process of recovering the oil, sparks were
accidentally generated and then ignited the leaked oil, finally a fire was occurred. The on-site
oil recovery personnel and the oil and gas inspection personnel were evacuated immediately
and orderly. At the same time, personnel from the fire response rescue team quickly activated
the fire pump and automatic sprinkler facilities, and immediately activated the fire monitor and
foam gun to extinguish the fire. The tank body was cooled down. After nearly half an hour of
emergency treatment, the temperature of the tank body was lowered, the fire hazard was
eliminated, and the drill was ended. During the entire drill, all participants strictly followed
the principle of “all starting from actual combat needs”, strictly controlled the time point,
and each emergency team was clearly defined, performed their duties, cooperated closely,
and handled properly. They successfully completed the various tasks of this fire drill.
