On the afternoon of May 24, Liangjiang New Area Urban Management Bureau, Chongqing Ecological 

Environment Branch Liangjiang New District Bureau and Liangjiang New Area Traffic Management 

Center jointly held the 2021 Liangjiang New Area water traffic emergency rescue drill.

The drill was attended by 12 functional departments and related enterprises, and the Liangjiang 

New Area Emergency Management Bureau provided technical guidance and support. The drill 

was included two subjects: "ship out of control incident during flood season" and "emergency 

environmental incident caused by oil spill".

"Conducting the drill according to the established process!" Zhang Fan, the deputy director of 

the Urban Management Bureau of Liangjiang New Area, who served as the chief commander 

of the drill, announced that the drill had officially started.

Affected by the upstream flood season, the current flow rate is relatively fast. When the 

"Transport Ferry 09" ship was carrying dozens of passengers ascends to the waters of 

Fengxituo, the speed dropped abnormally, and the propeller was suspected to be entangled 

by foreign objects, the ship lost power, and passengers and the safety and lives of crew 

and passengers on board were threatened.

The captain immediately issued a special warning that the ship was out of control. After 

self-inspection, no problem was found, and he immediately "seeking help" to the Traffic 

Management Center of Liangjiang New Area.

Liangjiang New Area Traffic Management Center immediately activated the water emergency

plan after receiving the "dangerous situation" report and arranged a high-horsepower tugboat 

to the scene of the "accident" to help the passenger ship stabilize on the river surface.

Subsequently, "Yuhaixun 2012" ship quickly transferred the passengers and some of the crew 

on board.

"Jiaoyun Ferry 09" shio was suffered an "oil spill accident" due to damage to its tail shaft. The 

"oil pollution" spread over the clear Jialing River, covering a layer of haze. If the accident 

situation cannot be controlled, it is likely to affect the water quality along the river, threaten 

the safety of people’s water usage. After discovering the danger, Liangjiang New Area 

immediately arranged for the "Yuxin Rescue 330"ship, "Yuzheng 55074" ship and 

"Yuxin Rescue 001" ship to arrive at the scene, set up oil booms to trap the "oil pollution"

in time, and dumped oil absorbent pads to recover "waste oil ".

After nearly an hour of intense rescue, the Traffic Management Center of Liangjiang New 

Area, together with the Marine Police Corps, the Port and Maritime Affairs Detachment 

and other departments, dealt with the accident in a timely manner, and after sampling 

and testing by the Ecological Environment Sub-bureau, all rescuers and ships were 

evacuated from the scene.
