In order to enhance emergency response capability, promote the Lianyungang municipal government 

to complete the preparation of the Plan for the Prevention and Control of Marine Environmental Responsive

Capacities for the Prevention of Ships and Related Operational Activities, and it was issued related provisions

for the management of marine tourism vessels. It was continued to carry out small-scale, regular scriptless drills, 

anti pollution emergency drills by using oil absorbent pads and oil skimmer, supervise the implementation of

extreme weather prevention measures, increase the strength of social forces to participate in maritime search

and rescue efforts, establish a scientific maintenance mechanism for oil spill emergency response equipment, 

and increase emergency response capacity. It was purposed to deeply promote the construction of "safe

Guanhe Rivers" and promote research and governance of water safety in Guanhe River.
