In order to build the "Jiangsu Mode" of shipboard dangerous goods safety supervision, comprehensively
promote the construction of Jiangyin hazardous chemicals supervision demonstration zone, and enhance
the emergency response capacities of dangerous goods terminals in the jurisdiction, Jiangyin Maritime
Safety Administration recently organized a shipborne hazardous chemicals pollution prevention emergency
drill in a chemical terminal, and invited leaders and experts from Jiangyin City Transportation Bureau,
Dangerous Chemicals Supervision Demonstration Zone Wharf and other units to participate in the observation.
The reporter learned that this drill was simulated when a chemical product was carrying loading
operations at a chemical terminal in Jiangyin. Due to the damage of the ship's hose flange gasket,
a large number of chemical products were leaked, and the chemical products flowed into the
Yangtze River through the ship's drain hole. The terminal first quickly launched the "Emergency
Plan for Environmental Incidents", actively organized emergency response and reported the
situation to relevant departments.
After receiving the report, the Jiangyin Maritime Safety Administration immediately activated
relevant emergency plans, dispatched marine cruisers to the scene of the incident, organized
docks and other units to control pollution sources by using chemical absorbent pads and
chemical absorbent booms, and contacted cleanup companies to carry out cleanup activities.
The drill was focused on the control of pollution sources and the removal of pollutants from
the river. Through this anti-pollution emergency drill, the terminal personnel's awareness of
anti-pollution accidents at the terminal and the sudden leakage emergency response abilities
were improved.It further tested the proficiency of the emergency response units on the
operation of pollution prevention equipment and the effectiveness and operability of the
terminal pollution prevention emergency plan.
