Haikou City Ecological Environment Bureau will hold 2021 Nandu River (Haikou Section) sudden 

environment emergency drill (desktop).The hypothetical scenario for the drill was: Hainan Didi 

Aisheng Microalgae Co., Ltd., located about 50 meters west of the upper reaches of Xunya River, 

a tributary of the Nandu River, leaked 30 tons of diesel storage tanks in the plant due to improper

storage tank installations or improper operations and management after soil adsorption and 

infiltration, a total of 10 tons of diesel fuel flew into the Xunya River. Under the actions of water 

current and wind, the oil film area continues to expand, which threatens the water quality of the 

Nandu River. In order to have an effective response to this emergency, an on-site command center 

composed of the Municipal Ecological Environment Bureau, the Municipal Water Affairs Bureau, the 

Municipal Emergency Management Bureau, the Qiongshan District People’s Government and other 

relevant departments was established.There ware 8 emergency response working groups under 

the command headquarters, including a comprehensive coordination team, a pollution treatment 

team by carrying oil booms and oil absorbent pads for oil spill controlling and absorbing, an 

emergency monitoring team, an expert team, a medical rescue team, an emergency support 

team, a news propaganda team, and a social stability team. Each team carried out emergency 

work according to their respective duties . After the drill, the experts commented on the spot 

and answered the questions raised by the participating units.
