The first shipyard anti-pollution joint defense body emergency drill on the west coast of the Greater Bay
Area was held in Zhongshan. The drill was simulated when the "Weihang No. 1" ship was carrying out
refueling operations in the Kaili Shipyard Wharf. Due to the crew's misoperations, the oil pipeline was
disconnected, and the fuel leaked about 200 liters. There were 6 crew members on board and no
casualties. An oil spill belt with a length of about 200 meters and a width of about 20 meters formed
in the waters of the Kaili Shipyard Wharf, which gradually spread to the main channel of the Xijiang
River. The pilot immediately dialed the water alarm number 12395 and reported the situation to the
Zhongshan Water Search and Rescue Sub-center. At the same time, the ship immediately carried
out emergency treatment in accordance with the "Onboard Oil Pollution Emergency Plan". The
shipyard staffs reported the situation to the duty room of the shipyard's joint defense body in the
Shenwan area of Zhongshan City. The duty room of the joint defense body reported the situation
to the town’s environmental protection and emergency department.
After receiving the report, Zhongshan City Water Search and Rescue Sub-center organized experts
to conduct research and judgment, and notified the People's Government of Shenwan Town to
immediately carry out on-site emergency response work, and protected sensitive resources such as
water intakes along the river and worm breeding, and notified Zhongshan Shenwan Marine Department
to dispatch boats to the scene for disposal. After research, the town government decided to initiate
the Grade IV emergency response to the ship pollution accident in Shenwan Town.
Zhongshan Shenwan Maritime Department immediately dispatched "Hai Xun 09382" ship and
"Zhongshan Search and Rescue No. 1" ship to the incident waters, and coordinated "Gongbian
44664" ship to participate in security work and traffic control. At the same time, the water
cleaning team, environmental protection, emergency response and other departments rushed
to the scene. After preliminary research and judgment on the situation of fuel-contaminated waters,
the water cleaning team immediately deployed oil booms to effectively contain the oil pollution
belt to prevent oil spills from spreading, and simultaneously put in oil absorbent pads and
activated oil collection devices for oil spill recovery. After 30 minutes of disposal, the oil-stained water belt has been cleaned up. The ship pollution investigation team conducted on-site
investigations of ship pollution accidents. The ecological environment department conducted
sampling monitoring of water quality, and the water quality has not been polluted, which ensuring
the safety of water quality.
