Dalian Marine Pollution Emergency Command has successfully carried out the 2020 Dalianmarine
pollution emergency comprehensive drill in the construction waters of the Dalian Bay Subsea Tunnel.
The drill was carried out closely in conjunction with the environmental risks of the subsea tunnel
construction project. At 9:30, the exercise officially was begun. The exercise simulated that the
main engine of a mud barge in the construction waters of the submarine tunnel suddenly lost
its power, deviated and collided with a nearby breakwater, the bulkhead was damaged, and
about 5 tons of fuel leaked into the sea. At 9:45, after the initial verification and evaluation
of the accident, the Dalian Maritime Pollution Emergency Headquarters launched an
emergency plan, dispatched maritime law enforcement ships and multi-rotor drones to the
scene of the accident to conduct sea and air patrols on the oil spill dynamics on the sea
and reported the oil spill dynamics. At 9:52, according to the accident site report, the
Dalian Maritime Pollution Emergency Headquarters urgently dispatched the nearby waters'
social cleanup ships and maritime emergency volunteer teams to carry emergency
equipment(such as oil booms and oil absorbent pads) to the accident waters for pollution
removal operations. At 10:40, a crew member of the accident ship accidentally fell into
the sea during a deck inspection. The Dalian Maritime Pollution Emergency Headquarters
coordinated with the Dalian Maritime Search and Rescue Center to organize on-site
emergency personnel to successfully rescue overboard personnel. At 11:10, sea and
air patrols jointly confirmed that sea pollution had been removed, and the exercise
was ended successfully.
