In a company in the Wenjiang Industrial Concentration Development Zone in Chengdu, industrial 

oil storage tanks leaked large areas of industrial oil due to the aging of the transmission pipeline 

and the corrosion and perforation of the transmission pipeline. The leaked industrial oil flowed 

into the Jinma River and along the rainwater drainage pipeline，the river surface has been 

polluted by leaked industrial oil. If it is not handled in time, the leak will pose a certain threat

 to the water quality and safety of the drinking water source protection zone of the Minjiang 

Water Plant in Shuangliu District, Chengdu City, downstream of the Jinma River. The situation 

is extremely severe...

After the incident, the People’s Government of Wenjiang District, Chengdu City immediately 

launched the “Emergency Plan for Environmental Incidents at the Jinma River Centralized 

Drinking Water Source (Wenjiang Section) of the Minjiang Water Plant in Chengdu”. 

Relevant departments rushed to the scene to participate in emergency response. The 

on-site disposal personnel carried out initial disposal in accordance with the instructions, 

plugging the gully and building a dam in the river to intercept pollutants. Subsequently, 

the on-site emergency disposal personnel laid an oil booms in the waters of the accident 

in the dam intercepted river to prevent the spread of oil pollution and used oil absorbent pads 

to recycle and dispose of spilled oil, and further intercepted, controlled, recovered and 

removed industrial oil pollutants.
