Jinzhou Public Security Bureau and relevant departments carry out environmental emergencies 

cross-regional emergency drill.The drill was simulated the crude oil pipeline leakage accident, 

and the entire process of emergency response and rescue after the leak, including personnel 

evacuation, traffic control, emergency response, environmental disposal, fire protection, on-site 

emergency repair, public opinion control and other emergency treatment processes.

The production command team arranged for the leakage of oil pipelines to stop transmission 

and pressure reduction operations; the security guard team quickly evacuated unrelated 

people and vehicles around, and implemented on-site alert and traffic control; personnel 

in the fire rescue team worn chemical protective clothing and wore positive pressure air 

breathing,they quickly detected the oil and gas around the accident site, determined the 

accident center area, emergency rescue area, and conducted fire control; the 

environmental protection team transported emergency materials to the river bed, and 

organized personnel to drive the assault boat to deploy two oil booms downstream 

of the leak point to ensure all the oil spills were intercepted, and the slick oil on the 

river was recovered by oil skimmers to conduct real-time environmental monitoring; 

the on-site repair team used split high-pressure clamps to quickly plug the leaks 

when the combustible gas was qualified.
