ship comprehensive emergency drill. This drill was included the initiation of emergency
response, the implementation of traffic control, the handling of passenger ship collisions,
the emergency towing of the ship, the handling of damage to the riverside, the rescue
of the drowning personnel, and safe transfer of the passengers , medical rescue for
the injured, oil spill removal and recovery, and public opinion monitoring and response
these 10 subjects,
At 14:03, the drill was started on the Huangpu River in the waters of the No. 3 U-turn
area, it was simulated that the "Oriental Pearl X" ship was out of control and its stern
touched the bow of the imported ship "Chengtou Environment xx", it caused 2
passengers to fall into the river and rub the Pudong Riverside, then a little oil pollution
fell on the river and other scenes.
After receiving the report, the command center immediately carried out disposal
according to the emergency plan, they assigned 4 marine patrol boats of Huangpu
Maritime Safety Administration, coordinated with Yangpu Maritime Safety
Administration to reinforce marine patrol boats one time, and controlled the
order of upstream and downstream traffic in the simulated dangerous waters.
According to the danger of out-of-control of the cruise ship, the cruise ship mutual
rescue mechanism was initiated, the sister ship "Zhonghua x" was notified to go
to rescue for the transfer of passengers on the ship, and the cruise ship and
maritime search and rescue volunteers were notified to search and rescue
the overboard personnel; then they treated damage to the riverside and
oil spill by suing oil booms and oil absorbent pads, they successfully
launched the water and land linkage emergency plan and public opinion
response procedures, effectively tested the implementation of emergency
measures, and improved the emergency response capability. At 15:03,
various subjects were successfully completed and post-evaluation was
carried out.
