Yesterday morning, the 2020 comprehensive water search and rescue emergency drill was
kicked off at the CNOOC Terminal in the Lisha Island operation area of Dongguan Port.
The drill was included 8 subjects such as oil spill source control, oil spill containment
control by using oil booms, oil spill recovery by using oil absorbent pads and oil skimmers,
fire detection, emergency ship towing, ship fire fighting, life search and rescue. A total of
22 exercise boats and hundreds of people were dispatched.
The main scenes of the exercise was: at 10:00 am on October 12, 2020, the engine room
of the "Runhaiyou 01"ship was fired at the CNOOC terminal in the Lisha Island operation
area of Dongguan Port, and about 10 tons of fuel was leaked. The shipl reported to
Dongguan City search and rescue sub-center for help, at 10:50, two crew members fell
into the water during the crew evacuation. After receiving the distress information, the
Dongguan marine search and rescue sub-center immediately reported to the leader in
charge,and initiated the Level I response of the water traffic emergency according to the
"Emergency Plan for Major Water Traffic Accidents in Dongguan" and "Emergency
Response Plan for Ship Pollution Accidents in Dongguan", and requested the
Dongguan Maritime Safety Administration to dispatch "Hai Xun 09331" ship and
"Hai Xun 09340" ship to the incident waters, and then conducted traffic control,
organized Shenghai Tug Company to dispatch "Dongguan Tuo 01"ship and
"Dong Guan Tuo 03" ship to implement emergency towing measures and
notified the jurisdiction Jinhua Hai Pollution Company to dispatch a cleanup
ship to incident waters for oil spill containment control and removal; then
they coordinated with the Dongguan City Fire Rescue Detachment to send
the "Guangxiao No. 2" fireboat to the scene waters to participate in the
fire fighting; after the crew fell into the water, they coordinated the
Yunzhou company to send water rescue robots and surface movement
life-saving stretcher bed to rescue the drowning people and sent to the
designated location.
