Recently, the Changhang Airlines Public Security, Maritime Affairs, and Transportation departments
in Nanjing and Yangzhou jointly carried out port emergency drill to simulate emergency response
of crude oil spills.
At 9:30 a.m., there was a leakage of crude oil loading at the wharf. The amount of leakage was large.
Please notify the irrigation area to stop the pump immediately. Crude oil decomposes toxic fumes
when heated, and large amounts of inhalation can cause nerve paralysis; its vapor forms an explosive
mixture with air, which will cause combustion and explosion when heated.
The staffs quickly stopped the pump and closed the valves. However, at the end of the plugging
stage, due to improper operation by the staffs, sparks suddenly appeared on the deck, causing
a deflagration.
At 9:40 in the morning, the fire truck and boat were dispatched. There are fire trucks on land.
In fact, there are fire boats on the side of the Yangtze River. All the water comes from the
Yangtze River, and the water output per hour is about 1,200 tons. It is equivalent to five
to seven cars on land.
Zhu Peibao, captain of the third water fire detachment of the Nanjing Branch of the Changhang
Airlines Public Security Bureau, introduced that the firefighting boat has a displacement of
380 tons and a storage foam of 24 tons. A fire of 30,000 to 50,000 tons can be extinguished.
The fire was gradually extinguished, and then the pollution control team was dispatched to
deal with the oil pollution in the water body. Deng Jizhu, general manager of Nanjing Port
Co., Ltd., introduced that crude oil leakage is one of explosive hazards and the other is
pollution to water bodies. The oil branch will spread in water bodies and can be enclosed
by professional oil booms, including absorption by oil-absorbing vessels., it both can
effectively absorbed.
At 10 o'clock in the morning, the leak was blocked, the fire was extinguished, and the oil
pollution on the river surface was basically handled without causing pollution. The drill
was ended smoothly.
