In order to improve the antipollution emergency response capability of dangerous goods terminal operators
and promote the continuous stabilization of the water traffic safety situation, on the morning of April 13, the
Municipal Harbor Administration Bureau (Local Maritime Bureau) and the Dangtu SubBureau was combined with
Huaqing Petrochemical to implement oil spill and fire emergency drills on dangerous cargo ports in Huaqing
Petrochemical Terminal, Anhui Province and the nearby waters.
At 9:00 a.m., the onsite commander pressed the firefighters and the drill was officially begun. The drill was simulated
when the accident ship was loading diesel on the Huaqing No. 1 barge of Huaqing Petrochemical Terminal, due to
the delay in adjusting the loading level of the loading ship, it was caused the expose of the ships. At the same time,
due to the illegal maintenance of the ship, it was ignited fuel. The steam caused fire and about 0.5 tons of diesels were
leaked directly into the Yangtze River. Due to the surge, some diesel oil flowed past the layout of the oil booms before
the operation and continued to spread to the river surface and drifted to nearby waters.
Dangerous situation is an order; the simulation accident ship was transmitted oil spill signal at the first time. At the same time,
it started the “oil pollution emergency plan on board”, stopped the oil pump, closed the valve, and reported it to the maritime
management agency. After received reports, the Dangtang water traffic safety inspection station in Maanshan City was
immediately issued a navigational warning, implemented water traffic control, prohibited the upstream and downstream
vessels from approaching to cause a second accident, and promptly sent personnel to the scene to direct and coordinate the
strength of the cleaning operation. The firefighting team of the factory site arrived at the scene within 1 minute. In accordance
with the provisions of the preplan, the two teams used firefighting water cannons and foam cannons on both sides of the dock
to extinguish and dispose of the fire. At the same time, the front curtain of the dock was opened to isolate the temperature. Then
the diesel fire pump and the firefighting foam pump were started and the pipeline pressure was raised. The fire fighter foam was
simulated on both sides of the turret to extinguish the fire. Simultaneously with the simulation of firefighting and disposal, the
completion of the second oil fence was completed. The waterpollution team dumped oil absorbing mats, sprayed oil dispersant,
recovered oil spilled by the oil skimmer and subsequently recovered the spilled oil absorbent mats and cleaned it with cotton
yarn and oil absorbent mats in order to prevent the fuel from flowing into the river again.
At 9:45 a.m., after an nearly an hour emergency repair and emergency response on both sides of the ships, the diesel leak was
controlled, the onboard fire point was extinguished, and the water spill was effectively controlled and cleared. The oil spill and
fire emergency drill was achieved a complete success.
After the finish of the drill, the leaders of the Dangtu Subbranch summed up and commented on the course of the drill, he pointed
out that the drill was well organized, wellconceived, responsive, and effective. However, there were shortcomings and during the
exercise. For example, if the southern turret does not reach the expected range, a warning light fails, and a request is made for
Huaqing Petrochemical, it is necessary to face the problem, sum up experience, further improve the emergency plan, and effectively
improve the antipollution emergency response capability; they need to carry out investigations of hidden dangers, fully solve problem
rectification, and implement various safety precautions; Thirdly, we must strictly implement the company's main responsibility for safe
production and strengthen the safety management of its ships and crew.
