Qinhuangdao Maritime Bureau held a comprehensive drill for life rescue and pollution 

emergency treatment in the shallow water area of Beidaihe in 2020.

This comprehensive exercise was conducted in a "scriptless" actual combat mode, 

it was simulated when two tourists was playing in shallow water,they fell into 

the river. The Qinhuangdao maritime emergency agency responded quickly 

according to the emergency plan, coordinated divers, remote-controlled lifebuoys 

and other search and rescue forces to complete drowning tourists Rescue. 

After the discovery of oil pollution on the sea, the Qinhuangdao Maritime 

Bureau took the initiative to give full play to the advantages of social forces 

and the professional strength of the Qinhuangdao Offshore Oil Spill Response 

Center to immediately coordinate tourist boats and oil spill emergency supplies 

for the containment and disposal of unknown oil pollution.

The drill was lasted 1 hour. More than 50 professionals and social forces acted 

quickly, coordinated efficiently, and cooperated tacitly. They conducted a 

total of the collection, reporting and evaluation of dangerous information,

rescue of drowning personnel, they also deployed oil absorbent booms on 

beaches to prevent oil pollution from landing, unmanned ships conducted 

maritime surveillance, and ships sprayed oil spill dispersant.This exercise

tested the emergency response abilities of the search and rescue team for 

drowning accidents in shallow waters from all angles, tempered the 

strength of private rescue stations such as baths, and the actual combat 

skills of anti-pollution volunteer teams, and verified small-scale thin oil film 

monitoring in shallow waters. The actual combat effects of the containment 

and removal of new equipment and new facilities have accumulated valuable 

actual combat experience for emergency forces.
