In order to further improve the cooperation mechanism for water search and rescue
and oil spill emergency response and test the construction of the anti-pollution and
safety management system of ferry companies in their jurisdictions. On June 30,
Putian Maritime Bureau and Meizhou Island Management Committee organized a
passenger ferries comprehensive emergency drill.
The drill was officially started at 09:30. The drill was simulated the collision between
the passenger ferriey "Meizhou No. 1" and "Poseidon No. 13" of the Zhongmei
Ferry Company. The oil tank of "Meizhou No. 1"ship broke after the collision and
the fuel leaked; the hull of the "Poseidon No. 13"ship broke, the hull began to
tilt and there was a danger of sinking. After receiving the danger alarm, the
Putian Maritime Search and Rescue Center immediately initiated the emergency
response. First, it mobilized the "Haixun 0808"ship and "Haixun 08521" ship to
rush to the accident scene and issued relevant navigation warnings. The
second is to coordinate "Lixing No. 1" ship to extinguish "Meizhou No. 1"ship.
The third is to notify the ferry company to dispatch "Tianfei 13"ship to the
sea area for assisting the evacuation of "Poseidon 13" passengers and crew;
during the evacuation process, the on-site maritime search and rescue
commander received the "Tianfei 13" ship’ s report, 2 passengers
inadvertently fell into the sea, the on-site commander immediately
notified the ship to release the life raft in accordance with the
emergency deployment to rescue the person who fell into the
water. The fourth is to designate an oil recovery vessel "Minfu 2"
ship to lay an oil boom around the "Meizhou No. 1" ship, use a
spray device(oil spill dispersants) to dilute the oil spill on the sea
surface, and use oil absorbent pads for oil pollution removal
and recovery. After an hour of emergency rescue treatment,
this emergency comprehensive drill was successfully concluded.
