This drill was mainly simulated when the “Jiangtong 1” ship was refueling the oil to the
"Jiaoyou 1" ship of the oil supply vessel "Jianyou 1". Due to the improper operations of
the "Jiaoyou 1" ship crew, the oil pipe mouth broke, and about 0.5 tons of fuel oil leaked
into the river. After the "pollution accident" occurred, the "Jiaoyou 1" ship immediately
reported the accident to the company and the Taizhou Maritime Oil Spill Emergency
Center. After received the report, the Taizhou Maritime Oil Spill Emergency Center
requested the oil-supplying ship to immediately initiate self-rescue, close the valve a
nd plug the leak, start the oil pollution emergency plan on board, and wait for rescue.
Taizhou Offshore Oil Spill Emergency Center started the emergency plan synchronously,
they established an emergency command headquarters, and dispatched Jiaojiang
Maritime Department to organize emergency forces to the scene to carry out anti-pollution emergency treatment. After receiving instructions, Jiaojiang Maritime
Department instructed "Sea Patrol 07561" ship and Sea Patrol "07569"ship to
quickly go to the scene for alert, and at the same time,they contacted Taizhou
Zhonghe Ship Service Co., Ltd. and the member unit of the joint defense body
Yuanshan Shipping to go to the scene for oil pollution clearing. At the site of
the exercise, the emergency command headquarters directed the “Yuanshan
Tow 1”ship, “Yuanshan Tow 2” shipand “Zhonghe 3” ship to take effective
forms based on the wind directions and current of the incident water area,
and laid out oil booms to control oil spills on the water surface control.
"Zhonghe 1"ship and Jiangtong 2" ship used dynamic inclined skimmer
and free-floating skimmer respectively for oil collection. When the basic
oil pollution control was completed, "Zhonghe 1" ship and "Jiangtong 2"
ship start to use the spraying device and spray pump for spraying operations,
and at the same time, the oil absorbent pads were thrown and recovered
for oil spill removal operation. During the whole process, the sea patrol
boat was alerting on the periphery of the site. The task was completed.
After the on-site command headquarters evaluated and reported to the
commander-in-chief, this maritime ship oil spill emergency drill was ended
successfully.
