In Meizhou Bay, there are frequent entry and exit of oil and chemical products ships,
and the risk of oil spill is relatively high. In order to further coordinate and enhance
the emergency rescue forces of the jurisdiction, Quanzhou Maritime Department
organized Guodian Quanzhou Thermal Power Co., Ltd. and Quanzhou Xingtong
Port Service Development Limited The company jointly held the 2020 Meizhou
Bay south coast maritime oil spill emergency drill in Quangang Guodian Wharf.
The drill was simulated that a bulk carrier called “Guodian 11”was berthed at
Quangang Guodian Wharf, and at the same time the “Xingtong Oil 101”ship
was refitting the vessel with fuel oil for the bulk carrier. Suddenly the fuel
hoses of the two ships were connected and some fuel oil leaked. As far as
the sea surface, the quantity is about 5 tons, and there is a tendency to
spread outwards, and there may be a risk of flash explosion and fire at
the leak. After receiving the report, the Quanzhou Maritime Department
immediately notified the fuel oil spill to the general duty room of the
district government, the command center of the Quanzhou Maritime
Bureau, the Meizhou Bay Port Bureau and other oil pollution emergency
member units, and at the same time they activated the oil spill
emergency response mechanism, notified the pollutant removal units,
mobilized oil spill emergency resources, coordinated and commanded
oil spill emergency personnel, and they also controlled and removed
oil spills. The drill subjects were included: accident response and
emergency response, maritime alert, fire protection, oil spill monitoring
and monitoring, offshore oil spill containment, offshore oil spill removal
and other emergency support. In the drill, there were 8 ships including
“Haixun 08602”, “Haixun 08613”, Xingtong Tug 6, Xingtong Oil 101,
Xingtong 109, Xingtongdu 1, Xingtong Jiao5, Xingtong Jiao2, etc.
A total of 58 people participated in the drill, they using hundreds
of meters of oil booms on the water, as well as equipment such
as oil skimmers, oil absorbent pads and oil spill dispersants.
