Beaidahe area search and rescue and oil spill emergency was held in the waters of Beidaihe, Hebei Province. The same day
there were a total of 11 ships and a helicopter including marine patrol boats, tourist passenger ships, professional salvage
vessels, professional cleanup ships, tugs, navigation mark ships participated in the drill, and more than 100 people were involved.
This drill was to further test the emergency response capability of maritime search and rescue and oil spill member units
in the Hebei area, and improve the actual combat level of maritime emergency disposal, and effectively deal with the
maritime emergencies of tourist passenger ships in the waters of Hebei, especially in the Beidaihe waters, and to guarantee
the safety of life and property and sea area cleaning.
This drill included 7 subjects, such as reports of dangerous situations, helicopter transfer of the injured, the maritime
transfer of persons in distress, drowning people searching, the laying of oil booms, the use of professional equipment for
oil recovery and clean-up operations, ship hull cleaning operations in distress.
At 9:30 a.m., Zhaijiugang, the commander of this drill announced the beginning of the drill. This drill simulated
"No. 1" tourism passenger ship touched the seabed unknown objects and then stranded When it navigated in the
near the Beidaihe sea area .And the hull was flooded and inclined , There were 50 tourists, 8 crew members in danger.
One of them were injured in the accident, 4 of tourists fell overboard, and the ship fuel tank damaged, then it happened
oil spill, which was about 500 tons. Oil pollution drifted to the Beidaihe directions. After the accident, the accident ship
swiftly called the police. When the maritime search and rescue center and the Ship Pollution Accident Emergency
Command organization received the alarm, they quickly organized and carried out actions. according to the contingency
plan deployment, they immediately coordinated the aircrafts and boats to launched the actions, they carried out the transfer
of the personnel in distress, and used the professional cleanup equipment to complete the oil spill emergency disposal.
At 11 o'clock, all the people in distress were rescued, the spilled oil were all cleared up, and the drill commander
announced the end of the drill.
It’s unlike in the past, the whole process without any scripts, it closed to the actual combat as the starting point, which
comprehensively tested the joint cooperation and disposal capacity of maritime search and rescue forces, especially it is
centered on the first large-scale tourist evacuation and transfer. At the same time, it used aircrafts and boats for personnel assistance, which
demonstrated the efficient collaborative emergency disposal capacity in the sea and air.
