In order to verify the actual reaction speed and disposal capacity of the terminal and the pollution
cleaning unit after the accident of the dangerous goods ship at the terminal, the exercise was
simulated without a script. At 10:00 am, maritime law enforcement officers randomly selected
a dangerous cargo ship "Maoyo 8" according to the situation of the ships in the port at the dock,
it was simulated the occurrence of pollution accidents and fire accidents after the ship collided with
the dock due to bad weather. The ship and the dock were required to immediately carry out
accident reports and emergency treatment. After the drill instructions were issued, the maritime
management agency quickly mobilized sea cruisers and tugs to rush to the scene. At the same time,
the ship and shore parties activated the emergency shut-off device and used the terminal fire
fighting facilities to extinguish the fire according to the requirements of the oil spill emergency plan.
The fire and pollution investigations were carried out, and the cleanup company carried out the oil
spill disposal by deploying oil booms and oil absorbent pads. About 40 minutes later, the fire was
effectively controlled, and the emergency tug pulled the accident ship out of the front waters of
the wharf. The emergency disposal, accident report, emergency berth, fire extinguishing, and marine
decontamination exercises were successfully completed. The time for the fire extinguishing and
decontamination units to arrive at the scene met the requirements. The measures were effective.
