At about 9 am on December 5th, a traffic accident occurred in the Lilan Bridge in the downtown area.
A dangerous chemical tanker was rear-ended by a pickup truck, causing dangerous chemicals leakage.
Relevant persons in charge of the Municipal Ecological Environment Bureau rushed to the scene of
the accident as soon as possible, reported the accident to the Emergency Center of the Provincial
Eco-Environment Department, and requested the Provincial Department to send experts to the scene
for guidance. The expert group held an emergency meeting and proposed 5 emergency measures.
After a while, the traffic police detachment of the Municipal Public Security Bureau rushed to the
scene of the accident and set up guard lines on both sides of the Lilan Bridge to block traffic. At
the same time, two fire trucks rushed to the bridge to rescue the wounded, plugged the tanker
and transferred the dangerous chemicals to special professional vehicles. The bridge deck was
fenced with sand bags, the water surface was fenced with oil booms, and the leaked dangerous
chemicals were absorbed with chemical absorbent pads; then, 120 ambulances rushed to the
scene to treat the injured.
After 20 minutes of emergency treatment, the leaking tanker was successfully blocked, the
dangerous chemicals on the bridge had been completely adsorbed, the dangerous chemicals
remaining in the tank had been successfully transferred to the special professional vehicles,
and the dangerous chemicals in the river had been cleaned up. . The treated chemical absorbent pads,
oil booms and fire protection sand bags will be collected and returned to the hazardous chemicals
transfer vehicle, which has been handed over to a professional qualification company for disposal.
In the end, with the coordinated operations of various units, the emergency environmental incident
was properly and effectively handled. An injured person was urgently transferred to the hospital for
treatment. The leaked hazardous chemicals were completely disposed. The three sections of the
water environment downstream of the accident were carried out 3 times monitoring, and then
water quality was up to standard. The ambient air quality around the accident was normal. At
this point, the emergency level I response and emergency treatment have been terminated.
In 2019, the environmental emergency drill in the drinking water source protection zone of
Zhangjiajie City was concluded.
