On October 11, the Wuhan Branch of the Yangtze River Shipping Public Security Bureau
held a dangerous goods fire and rescue joint drill in the Yangtze River Yangluo waters.
The Yangtze River Maritime Bureau Wuhan Branch Yangluo Maritime Division, Wuhan
Public Security Fire Bureau Xinzhou Brigade Yangluo Squadron, PetroChina Northwest
Sales Company Wuhan Oil Depot, Changhang General Hospital and other related units
participated in the drill.
At 14:00, with the order of the chief commander, the drill was begun. A chemical
dangerous goods vessel was berthed at the No. 3 berth of Wuhan Oil Depot Terminal
of CNPC Northwest Sales Company to unload the first grade oil. At the end of the
unloading, the oil pipeline ship and the joint of the oil pipeline suddenly burst and
splattered, because the on-site operator was failed. The danger was discovered in
time, and a large amount of oil spilled over to the main deck of the ship, the surrounding
waters and the deck of the dangerous goods ship. After 5 minutes of oil spillage, the
on-site workers found danger when they patrolled the line. They immediately
alerted the company, the public security and maritime affairs departments. The Wuhan
Branch of the Yangtze River Shipping Public Security Bureau and the Yangluo Squadron
of the Xinzhou Brigade of Wuhan Fire and Rescue Bureau quickly rushed to the police,
rescued at the scene of the fire. They firstly deployed oil booms for controlling the
spilled oil, and then threw the oil absorbent pads for cleaning the spilled oil.
During this period, the second explosion occurred in the barge pipeline of the
terminal, causing some firefighters to burn, and the fire was spread further in
the barge. The Yangluo squadron of Xinzhou Brigade adjusted the fire fighting
tactics according to the instructions of the front line command, and they were
responsible for organizing the fire fighting and rescue on the ship. Immediately,
the Wuhan Branch 3001 Command Boat, 1201 Fireboat and 3002 Fireboat
arrived at the scene of the fire. The frontline command comprehensively
analyzed the situation on the site. The ship was decisively ordered to break
the cable and the ship was anchored to the safe waters. The 1201 fireboat
and the 3002 fireboat were responsible for fire suppression of the accident
ship. Wu Petrochemical towed 1202 ship and the Wu towed 1 ship carried
out the rescue of the river surface bonfire. After the cooperation of various
rescue forces, the fire was finally extinguished.
