In order to meet the 70th anniversary of the founding of China, do a good job in maritime traffic safety

production and further improve the emergency response capability for emergencies. Recently, Xiamen 

Maritime Bureau cooperated with Xiamen Emergency Management Bureau to organize 2019 Xiamen 

City emergency rescue comprehensive drill. Huang Qiang, member of the Standing Committee of 

Xiamen Municipal Committee and executive deputy mayor, served as the general commander of 

the drill. 30 units and related companies such as Xiamen Maritime Bureau, Xiamen Municipal Emergency

Management Bureau, Xiamen Public Security Bureau and Xiamen Fire Rescue Detachment 

participated in the drill.

The drill was simulated when an oil tanker docked at the dock to load the refined oil. Due to 

the sudden strong convective weather, the bow of the ship was drifting outwards, the ship's 

inter-ship pipeline was torn off, and the oil was sprayed to the dock, the deck and the sea 

surface caused pollution. The drill was included the self-rescue of the dock and the ship, the 

formulation of the police and rescue plan, the emergency disposal of the oil spill by using oil booms 

and oil absorbent pads, the coordination of the sea and land rescue forces, the on-site 

command and rescue, the disposition of the danger and the disposal of the aftermath.

The drill was a comprehensive and practical drill with a total of 17 ships, 1 helicopter, 34 large 

vehicles and more than 400 people participating in the drill. Through this drill, it will promote 

the connection between ship and terminal plans and government departments, and through 

the combat drill , it will tested the  practicality and operability of the emergency plans, then 

it will also train the team to further strengthen comprehensive disaster relief and collaboration 

capabilities of maritime affairs, emergency, port, fire, public security, ocean, civil affairs, it 

also improved the water dangerous chemicals accidents disposal and coordination abilities, 

it will provide protection for water safety and environmental cleanliness in Xiamen waters, 

and create stable and reliable environment for celebrating the 70th anniversary of the 

founding of China.
