At 10 o'clock in the morning, the staff from the navigation control center of Xiangjiaba Dam discovered that 

there was a downward ship dynamic anomaly in the waters near the upstream dam dock. The out-of-control 

ship "Hengyang" sought help from the Zhaotong City Local Maritime Safety Emergency Search and Rescue 

Center. They reported that the ship was out of control due to host failure, and the ship was drifted and asked 

for assistance. After concerted efforts by all parties, one of the drowning people was successfully rescued. The 

fire-fighting facilities on the tugboat were used to extinguish the fire on the "Hangyang" ship and towed to safe 

waters. Then the oil barrel that was placed at the end of the deck of the “Hangyang” ship was knocked over 

and the oil overflowed to the river surface, causing large oil pollution in the waters. “Haishi No. 1” and “Haishi No. 2”

ships quickly towed the oil booms to reach the oil spill area for disposal, and the oil spill area was enclosed into 

a “U” shaped semi-enclosed area; “Haishi No. 6” ship carried oil absorbent pads, oil skimmer to rush to the incident 

waters for oil spill disposal.
