On July 13, 2019, Chenzhou City's maritime search and rescue and oil spill emergency comprehensive drill 

was held in the Dongshan Bay waters, Fujian. This is the first comprehensive practical drill in Fujian Province 

to test the maritime search and rescue and oil spill response mechanism after the government's institutional 

reform and departmental functions have been adjusted. There are 12 ships, 1 rescue helicopter, 1 drone, 

and more than 150 people took part in the exercise.

According to reports, the drill was set up three modules of life rescue, ship fire and oil spill emergency, 

including accident alarm and emergency response, sea life rescue and the wounded transfer, ship fire 

extinguishing, marine oil spill control, marine oil spill clearance and oil spill monitoring these six subjects, 

there were characterized by realistic scenes, close to actual combat, fast response, and efficient command. 

They were a comprehensive exercise with large scale, strong targeting, wide participation and high technology 

content.

The drill was simulated a collision between a no-load inbound oil tanker and a cargo ship full of departures,resulting 

in the injury of one crew member of the cargo ship, the three crew from oil tankers fell into the water, the fire on 

the right side of the cargo ship's was bow, the fuel tank on the right side was damaged and the fuel was leaked. 

The two ships immediately called the Zhangzhou Maritime Search and Rescue Center for help.

After received the police, the center quickly launched the maritime search and rescue emergency plan and the ship 

pollution emergency plan in Zhangzhou, and they dispatched maritime and fishery official ships, professional rescue 

helicopters, professional rescue boats, fire tugs, clean-up ships and other maritime emergency forces to the scene 

to carry out maritime rescue. 

At the same time, they coordinated the emergency communication vehicle by Zhangzhou City Emergency Management 

Bureau to rush to the scene to ensure land command communication, and the Zhangzhou City Health and Health 

Commission dispatched 120 ambulances to the scene to prepare for the treatment of the people in distress, and the 

Zhangzhou Ecological Environment Bureau assisted in the accidental oil spill for hazard monitoring and guidance work 

and environmental monitoring technical support.

After nearly one hour of emergency disposal, three crew members were successfully rescued, the injured crew was 

smoothly transferred, the ship fire was effectively controlled, the marine oil was cleaned by oil booms and oil absorbent 

pads, the sea surface was restored, and all exercises were completed as planned.
