In order to verify the emergency disposal capacities of the refined oil terminal in the jurisdiction
and implement the safety production month activities, the Qinglan Maritime Bureau held the
2019 annual fire and oil spill emergency drills at the Qinglan New Port Oil Terminal.
This drill was simulates when a diesel-loaded oil tanker "Guixiang 27" was carrying out unloading
operations at the Qinglan New Port Oil Terminal, the ship-shore connecting hose accidentally burst,
causing diesel leakage, fire and sea pollution accidents. After received the dangerous situation report,
the command center of the Qinglan Maritime Bureau immediately launched an emergency plan for
the emergency of the sea and coordinated the units to carry out emergency response work.
After fire disposal, personnel rescue, sealing of oil drain pipelines, lay out of oil absorbent pads,
recycling of oil materials, starting of fire pumps, spraying of oil dispersant and other intensive work,
all units worked together, the fire was extinguished in time, and oil spills were effectively controlled.
There were no casualties and the water traffic order returned to normal. The drill lasted 50 minutes
and achieved the intended purpose.
After the drill, the person in charge of the Qinglan Maritime Bureau commented on the drill pointed
out the problems and deficiencies in the drill, and proposed improvements. The whole drill process
was close to actual combat, the response was rapid and efficient, and the emergency response work
was well-organized, it was effectively tested the feasibility and operability of the emergency plan.
