In order to carry out the "Safe Production Month" activities in depth, to test and improve the
emergency disposal capacities of dangerous goods terminals in the jurisdiction, on June 11,
Fuzhou Fuqing Maritime Department organized three dangerous goods terminals(Minhai, Jianye
and Zhongjiang) and related pollutant removal units to jointly carry out oil spill emergency drill in
the foreshore waters of Bohai Wharf in Jiangyin Port Area, Fuqing.
According to reports, this drill was simulated when a ship carrying diesel berthing at Bohai No. 3
berth, the cargo oil was leaked into the sea, Bohai Terminal promptly launched the oil spill emergency
response procedures, verified the accident according to the plan, reported to the maritime
management agency and contacted the cleaning units to carry out rescue work, the Fuqing
Maritime Department dispatched law enforcement officers and sea patrol boats to the scene to
direct the rescue and organize the police to evacuate, and guided the cleaning units to dispatch
professional cleaning vessels and cleaning equipment to leak. The cargo oil is congested, collected
and cleaned by oil booms and oil absorbent pads, and the fire tugboat was dispatched to implement
fire protection against oil spills and sea surface. Finally, the ship's oil spill was effectively controlled
and collected, and the accident was effectively controlled without secondary safety accidents.
In addition, this drill was also added public opinion response, security and other content.
Fu Zhaibin, deputy director of Fuzhou Maritime Bureau, said that the anti-pollution of ships and
the construction of oil spill response capacities at port terminals are important tasks for the integration
of Jiangyin Port Area into the “One Belt, One Road” strategy. All wharf units must continuously
enhance the concept of safe production, improve safety production capacity, and maintain to
safely produce red lines, we must aim at prevention and disposal, improve targeting, linkage, and
effectiveness, and jointly build a safety production line.
