On June 14, 2019 Damaiyu Port Area maritime oil spill emergency comprehensive drill was held
in the forefront of the Yuhuan Grain Wharf. The drill was simulated a cargo ship collided with
a container ship during the voyage, causing the ship's cabin to catch fire and some of the fuel
oil leaking into the surrounding waters. The drill was jointly organized by Taizhou Maritime Oil
Spill Response Center, Taizhou Maritime Bureau Yuhuan Maritime Affairs Office, Taizhou Port
and Air Navigation Administration Yuhuan Port and Air Traffic Branch Bureau, Taizhou Zhonghe
Ship Service Co., Ltd., Zhejiang Damaiyu Port Co., Ltd. and these 14 departments and units.
Launched, a total of 10 ships and nearly 100 personnel participated in the event, and the local
media broadcasted on-site.
At 9 o'clock in the morning, with the command of the general commander of the drill, the
maritime oil spill emergency comprehensive drill was officially kicked off. The "Port 1" ship
(simulated ship name) collided with a container ship while sailing to the front waters of the
Damaiyu Grain Wharf. The collision resulted in a slight damage to the container ship's hull. 5 tons
of 380 heavy fuel oil from the "Port 1" ship leaked into the sea, the ship's oil tank was damaged,
the cabin was on fire, and 13 people on board were in need of rescue. After the accident, the
“Gnagyun 1” tanker reported to the company and the Taizhou Maritime Oil Spill Response Center
and carried out self-help. Subsequently, the oil spill emergency center initiated an emergency
procedure and assigned the Yuhuan Maritime Department to dispatch a sea patrol boat to the
scene for vigilance, carry out personnel rescue, and request assistance from other member units.
The four groups of life-saving, fire-fighting, oil spill and logistics immediately went to the scene: the
Yuhuan Marintime Department’s sea patrol boat successfully transferred 13 crew members and guided
the container ship to safe waters. The "Yudian 1" tanker enabled the high-pressure water gun to
continuously spray the fire on the "Gangyun 1" tanker, and the suppression of the fire continued to
spread; the cleaning enterprise ships deployed the oil booms, sprayed oil dispersant, threw and recycled
oil absorbent pads, then oil skimmer recovered oil spill from the sea; the logistics support team recorded
the amount of manpower, vessels and materials invested in the clean-up operations, and recorded the
removal effect and site conditions. At 10:20, under the concerted efforts of the participating departments,
the personnel were safely transferred, the ship's fire was eliminated, the oil spill control was cleared, and
the drill was successfully completed.
