In order to further strengthen the level of oil depot emergency drills and improve the sudden
production safety accidents disposal abilities, the Luzhou Oil Depot has carried out wharf oil
spill and fire fighting plan drills.
The drill was assumed that when the 92# gasoline is unloaded, the metal hose at the junction
of the barge and the steel approach bridge was broken under the high pressure of unloading
due to long-term wear. The oil leaked and flew into the Yangtze River and then it was happened
fire accident.
“Reporting Director, the metal hose of the barge broke and the oil spilled.” The drill officially kicked
off with the brief report from the pumper. The on-site pump driver immediately stopped the pump,
shut off the valve, and cut off the power according to the instructions of the duty monitor. The
safety officer sounded the on-site alarm, and the duty officer immediately started the emergency
plan after received the report.
The on-site commander immediately requested to close the trestle emergency shut-off valve, stop
the oil-storage area and tank area operation, seal the oil drain line,use the oil booms for carrying out
the second protection,lay oil absorbent pads for recovering the oil, and start the fire pump. The
communication contact group immediately reported the superior leader and informed the Changjiang
Maritime and Changjiang waterway Public Security and Dadu Town Security Office for support.
At about 10:50, in the late stage of oil recovery, sparks was occurred due to equipment collision,
fire was occurred at the ship's stern, and the fire had a tendency to spread to the pump house
of the barge. The personnel of the on-site disposal team shouted "Fire!” The on-site commander
immediately launched the barge fire emergency plan, and the police duty room sounded the whole
library alarm, increased the pressure to provide clean water and foamed liquid to the site.
After the arrival of the Changjiang Waterway Public Security, Maritime Department and the Fire Brigade,
the fire on the river surface and the ship's deck was extinguished. The on-site commander immediately
launched the general attack command, and under the continuous coverage of the bubble, the open flame
was successfully extinguished. At this time, all the personnel did not relax, and continued to send special
personnel to monitor the scene to ensure that there was no re-ignition.
