In order to ensure the stability of the water traffic safety situation in the jurisdiction during
"The Two Sessions", on March 15, Quanzhou Quangang Maritime Department organized
Quanzhou Xingtong Port Service Development Co., Ltd., Xiaocuo Sanmei Wharf and other
related units to hold hazardous goods ship collision leakage emergency rescue drill. In the
rescue drill, a total of 6 boats were dispatched, 65 people participated in the drills, hundreds
of meters of offshore oil booms were used, and equipment such as oil skimmers,
oil absorbent pads and oil dispersants were introduced.
According to reports, this drill was simulated in the front waters of Sanmei Wharf in Xiaolan
Port Area, an "XX Oil 1" tanker (simulating a 1500-ton oil tanker with 1,000 tons of diesel oil
was collided with a "XX Fishing 1" ship due to poor visibility, and the fuel tank of the "XX Oil 1"
tanker was ruptured, causing fuel oil to overflow, and about 5 tons of fuel oil was overflowed
from the rupture to pollute the sea. The ship took plugging actions to control the fuel oil leak.
Some people from "XX Fishing 1" ship people fell into the water.
After received the report, the Maritime Department immediately notified the relevant
departments of the collision and other relevant situations, and set up an emergency
headquarters to initiate maritime search and rescue and ship pollution emergency plan,
notified the ship's pollutant removal unit, mobilized the oil spill emergency resources, and
coordinated the oil spill control and cleared the oil spill. At the same time, 120 ambulances
were notified to rush to the Shage Tug Ferry Terminal to prepare for the rescue of the
drowning personnel. The drill was included accident alarm, emergency start, maritime
warning, ship collision emergency disposal, maritime search/maritime transfer of distress
personnel, offshore oil booms deployment and fuel oil recovery, equipment drills, etc.
After the exercise, the Quanzhou Quangang Maritime Department organized the participating
units to summarize and evaluate the exercise, and required all units to effectively strengthen
daily emergency drills, further improve the emergency speed and equipment operation
proficiency, and fight the battle against pollution.
