In order to improve the emergency response capability of sudden oil spill accidents
and improve the construction of the port emergency pollution prevention team,
the Taizhou Yuhuan Maritime Department organized a maritime oil spill emergency
drill in the Damaiyu port area.
At 14:00, with the command of the general commander, the maritime oil spill
emergency drill was officially kicked off. The drill was simulated when the ship
was engaged in oil supply operations, it collided with another ship, causing
about 5 tons of 380 heavy fuel oil to leak into the sea. The ship was immediately
launched the "Soil Pollution Response Plan" and reported the accident to the
maritime agency, and notified the cleaning agreement unit to organize the
clean-up operations. After received the report, Taizhou Oil Spill Response
Center instructed Yuhuan Maritime Department to go to the scene to
carry out accident investigation, on-site warning and take over the on-site
command. After received the order, the Yuhuan Maritime Department
immediately launched an emergency response procedures and urgently
called the social emergency response force support. At 15:30, under the
concerted efforts of the participating departments, the oil spill was
controlled and cleared and the drill was successfully completed.
This drill has more than 10 units participated, and 15 related vessels and
97 personnel were dispatched. It was lasted nearly 2 hours and used
oil spill equipment such as oil booms, oil trawl nets, oil skimmers and
floating oil bladders. The equipment used the oil spill drift simulation
software. The exercise has fast response and effective disposal measures.
The whole process was orderly, busy and not chaotic. It comprehensively
tested the proficiency of professional cleaning companies and port
enterprises in the use and operation of anti-pollution equipment, and
improved the emergency response abilities of oil spills in the jurisdiction.
In the next step, Taizhou Yuhuan Maritime Department will continue to
adhere to the principle of “prevention first, safety first”, strengthen ship
oil spill emergency drills, exercise oil spill response team, improve the
actual level of oil spill response, protect port water environment, and
maintain the water safety situation in the jurisdiction.
