Recently, a joint environmental incidents emergency drill was held in Taigang.
In the background of the leakage of crude benzene cans in the Taigang
Coking Plant, the drill was focused on the early disposal of government
departments, the coordination of government and enterprises, and the
mobilization of more power on-site rescue.
“The leakage of crude benzene cans in our coking plant which was located
in Jiancaoping Street...” After received the “dangerous situation”, the Municipal
Emergency Office immediately informed the municipal environmental protection
and safety supervision units to rush to the scene for rescue. Environmental
monitoring personnel determined the meteorological parameters such as wind
direction and wind speed on the spot and developed a monitoring plan. The
personnel of each monitoring point will report the real-time monitoring data
to the emergency monitoring group through the walkie-talkie. The environmental
monitoring team will form the first emergency monitoring report and report
it to the Environmental Emergency Command. During the process of rescue,
the environmental protection inspectors found that the fire-fighting
wastewater was flowing, and the inspectors timely reported to the command
department and requested the rescue forces. The command immediately
mobilized experts and rescue forces to take measures to prevent the
"state of affairs" from expanding.
As the fire was completely extinguished and the “leakage” on the site
was gradually reduced, the environmental emergency monitoring team
still conducted atmospheric monitoring in residential areas and downwinds:
first, they monitored the fire-fighting wastewater to grasp the initial
concentration of pollutants; Secondly, they immediately monitored the
ambient air quality and mastered the concentration of pollutants. At the
scene of the accident, the comprehensive coordination team will work
with the enterprises to clean up the “leakage” materials left in the
“accident” site by using chemical absorbent pads and chemical booms,
safely transferred them to the emergency pool, and collected the contaminated
soil from the surrounding area and sent it to the disposal unit for disposal.
After confirmed by the expert group, the downwind of the “accident” site
and the ambient air pollutants in the residential area basically reached the
background value; after the fire water, pavement pollutants, on-site
cofferdams and surrounding soils in the “accident” area were all cleaned up,
the joint environmental emergency joint emergency drill came to the end.
The relevant person in charge of the Municipal Environmental Protection
Bureau said that the joint emergency drill was focused on the practicality
of the inspection plan. It was purposed to test executive abilities of the
personnel, and the emergency action procedure was tested during the
exercise. It is of great significance to improve the personnel's risk avoidance,
self rescue and mutual rescue abilities for possible environmental events
in the future.
