In order to do a good job in the safety supervision of dangerous goods during

the Spring Festival, we will supervise the navigation of dangerous goods, further

promote the construction of a dangerous learning water transportation 

management and accident emergency disposal exchange learning platform, and

the Haikou Maritime Bureau organized Guosheng dangerous goods terminal ship 

and shore emergency drill was held on the morning of the December 25th.

According to reports, the exercise was practical and the simulation scenario was

as follows: when the ship was unloading oil in the terminal, the pipeline flange 

was occurred oil leakage due to seal damage. During the emergency rescue 

process, a fire accident occurred, it was purposed to check the cooperation 

and coordination of oil tanker and the shore personnel for emergency plugging, 

fire fighting and rescue, and also tested the command capacity and response

measures of the oil depot and the ship. Through external help and assistance, 

we can jointly to handle and coordinate emergency incidents. After the 

accident, the duty personnel at the dangerous goods terminal immediately took 

corresponding measures to report the accident and danger, and at the same 

time they set up the on-site command department to start the terminal 

"emergency plan". In accordance with the emergency plan, they conducted 

a series of measures such as fire accident investigation and fire extinguishing, 

and notified the cleaning company to prepare for the cleanup, then they 

reported the accident to the maritime, fire, port and shipping authorities and 

other government authorities, and requested support. After received the 

report on the oil spill crisis at sea, the command center of Haikou Maritime

Bureau immediately launched an emergency plan for emergency at sea, 

alerted the scene of the accident site and implemented traffic control, and 

evacuated ships and personnel in the nearby waters. The clean up company

used oil booms and chemical absorbent pads for oil spill control and clean-up. At the

same time, they pay close attention to the scene of the accident and 

organized emergency dispose. The drill was lasted for 40 minutes. The 

accident report, fire protection, personnel protection, oil spill recovery these

four subjects were all completed. The exercise was achieved successfully 

completed.

In the next step, Haikou Maritime Bureau will continue to maintain the high-pressure situation of the supervision of dangerous goods ships, and urge all 

units in the jurisdiction to improve the emergency plan and improve the 

quality of personnel. It is also necessary to implement the results of the 

demonstration activities of the dangerous ship-shore emergency joint

training demonstration. It will laid a solid foundation and long-term 

stability for the life and property safety and dangerous goods on the 

water transportation during the Spring Festival period.
