On December 7, 2018 Jiangyin City Water Search and Rescue Comprehensive Drill
was held in the Jiangyin Section of the Yangtze River. On the day of the exercise,
the “Clean and Beautiful Yangtze River Volunteer Alliance” was also established in
Jiangyin, which is also the first Jiangsu Yangtze River Volunteer Alliance.
It is understood that the 2018 Jiangyin City Water Search and Rescue Comprehensive
Drill was coordinated more than 20 boats in all water-related law enforcement units
in Jiangyin City, with more than 230 participants. For the first time, a certain force
stationed in Jiangyin dispatched a service vessel to participate in the exercise. The drill
was also cooperated with Jiangnan Water for the first time to carry out emergency
response to the pollution source of drinking water sources. For the first time, the drill
was also dispatched the Jiangyin Red Cross Blue Sky Rescue Team and other volunteer
teams in the search and rescue forces on the water. The search and rescue forces
included various types of ships such as tugboats, salvage vessels, oil boom ships, and
cleaning ships. In addition, the drill was firstly used drones for aerial search, aerial throwing
rescue equipment to rescue drowning personnel, and used infrared cameras for ship
oil spill monitoring and used new equipment such as life-saving robots, smart lifebuoys,
and marine pneumatic throwers to carry out personnel rescue.
The drill was simulated when the heavy-duty bulk carrier "Ocean No. 1" was sailing
in the process of the red floating berthing dock on the 62nd Yangtze River, it was
collided with the small inland river heavy-duty yellow sand ship "Sucheng 001",it was
caused the hull of yellow sand ship "Sucheng " 001” broken into the water and sunk.
Three crew members fell into the water. And the fuel tank of the bulk carrier
"Ocean No. 1" was ruptured and burst, and then fuel was leaked and caught fire.
The search and rescue personnel demonstrated the whole process of emergency
response to water emergencies from seven aspects, including danger reporting and
assessment, plan initiation, search and rescue of drowning personnel, removal of
pollutants from ships by using oil booms and oil absorbent pads, linkage of drinking
water sources, fire fighting, and shipwreck positioning.
