In order to test the ability of ship spill prevention and disposal in the jurisdiction,
improve the anti-pollution emergency level of the area, and serve the construction
of “Beautiful Yangtze River”, on the morning of November 29, the Wuhu Bureau
jointly launched water oil spill emergency drill with the oil spill emergency equipment
library and the Yangtze Salvage Company. Deputy Director Zhang Yajun served as
the general conductor of the exercise.
The drill was simulated a descending ship was sailing to the south waterway of
Heshazhou #201. It was sunk in the water near the Hongfu Red River after the
hull was broken, and the crew on board got timely assistance, but the shipwreck
was accompanied by a fuel leak, which threatened the safety of the civilian water
intake below. After received the alarm, the Wuhu Bureau immediately started
the ship oil spill emergency disposal procedures, coordinated the on-site law
enforcement brigade, the oil spill emergency equipment library, and the Yangzi
salvage to quickly carry out the disposal work. After the rescue ship arrived at
the scene, the sea patrol boats conducted on-site warning in the upstream and
downstream of the incident waters to maintain the order of navigation. The
tugboat carried the oil booms to encircle the polluted waters, and the cleaning
boat threw oil absorbent pads and other cleaning items to clean the water surface.
Through an hourly and orderly on-site disposal, the oil spill was timely controlled,
which was ensured the safety and cleanliness of the downstream civil intake
protection zone.
This drill was dispatched a total of seven ships including sea patrol boats, tugboats,
salvage vessels and cleaning vessels, and more than 40 staff and one drone equipment
participated in this drill. During the drill, all the participants were clearly defined, closely
organized, coordinated and handled reasonably, and successfully achieved the
expected results. After the exercise, Deputy Director Zhang Yajun commented
on the exercise. Through this exercise, It was achieved the goal of training teams,
accumulated actual combat experience, and improved emergency response capability,
which played a positive role in preventing and responding to ship oil spill accidents.
