On November 27, The Yangtze River Yueyang section ship oil spill emergency joint drill
was held in the Xianfeng waterway of Yunxi District.
The stream of the Xianfeng waterway in the Yangtze River is rushing, the channel is
narrow, and there are more than 400 ships passing through the rivers every day. Most
of ships are carried crude oil, refined oil, benzene, naphtha, cyclohexane, cyclohexanone
and other chemicals. Once the chemical cargo leaks into the water and is not disposed
of in time, it may cause serious damage to the ecological environment of the waters.
The exercise drill was set “building a Yangtze River ecological barrier and guarding clear
water” as the theme, it was simulated a oil tanker was collided with other ships during
navigation, causing cabin damaged and diesel leakage. After received the accident alarm,
Yueyang Maritime Department immediately launched the oil spill linkage mechanism of
the Yangtze River Yueyang section, quickly implemented the traffic warning, and
organized 9 social ships to participate in the rescue. At the same time, the oil spill
emergency equipment library was activated. After quick-distribution U-shaped
oil booms were laid in the oil spill area, they immediately took emergency
measures to clear and recycle such as placing the oil skimmer and throwing
oil absorbent pads, and the oil spill was successfully disposed.
According to reports, the oil spill linkage mechanism of the Yangtze River
Yueyang section is a ship-to-oil treatment cooperation mode established
by the Yueyang Maritime Bureau in the form of a memorandum to organize
the relevant management units, terminal operation units and pollutant
receiving units in the jurisdiction, and it is a pioneering work for disposal,
regular professional training on emergency response in the oil spill emergency
of the Yangtze River trunk line, and it will carry out oil spill emergency joint
drill every year, the work synergy is continuously strengthened, and the
emergency response capability is continuously improved, which provides an
important support for the prevention and control of ship water pollution
in the Yueyang section of the Yangtze River.
