On November 21, at the opening of the 2018 China Ocean Economy Expo,
2018 Zhanjiang City marine pollution prevention and control comprehensive
drill was held in the sea area of Zhanjiang Port. It was like a maritime
anti-pollution search and rescue "movie".
Deputy Director of the Guangdong Maritime Search and Rescue Center and
Director of the Guangdong Maritime Bureau Chen Biwu, and Huang Sishen,
Deputy Director of the Guangdong Maritime Bureau attended the ceremony.
Pang Hongfeng, deputy mayor of Zhanjiang City served as the general
commander of the drill. The deputy director of the Zhanjiang Maritime Search
and Rescue Sub-center and the director of the Zhanjiang Maritime Bureau,
Yang Shaogang served as the deputy commander of the drill.
Sea patrol 31 ship, sea patrol 0925 ship and other sea expo star ships,
as well as maritime, sea police, sea surveillance, public security frontier
defense, offshore oil, port fire, CITIC Haizhi, professional cleaning
company and other 12 boats, two helicopters and more than 200 people
participated in the drill and ignited the China Ocean Economy Expo in advance.
The drill was simulated a fire in a tanker, the smoke was filled, the fire
protection system on board was difficult to control, the ship and
personnel were in a very dangerous state. The fire and explosion
caused one person to be injured and stunned. After moved to the
deck safety area, then just waited for rescue, the tanker was damaged
and the happened oil leakage, the crew quickly organized the
implementation of plugging, but it was difficult to effectively control the
leakage of crude oil. The crew called the police on duty to the Zhanjiang
Maritime Search and Rescue Sub-center for help. After received the
“Dangerous Situation” report, the duty room of Zhanjiang Maritime
Search and Rescue Sub-center immediately launched an emergency plan
and jointly carried out comprehensive operations on maritime search and
rescue, fire protection and pollution remediation.
After received the report, Zhanjiang Maritime Search and Rescue Sub-center
immediately used the Guangdong Smart Maritime Platform to search for nearby
emergency rescue forces, dispatched nearby maritime helicopters to verify the
situation, and ordered sea patrol 0925 ship to immediately go to the rescue
and serve as the on-site command ship to coordinate six ships for on site
warning work.
Subsequently, a two-purpose tow boat and a three-purpose work vessel
approached the ship in distress from the two sides of the ship to carry out
firefighting rescue. After the fire was weakened, the rescue helicopter
seized the opportunity to immediately transfer the injured on the ship to
the land and send it to the hospital for further treatment.
At this time, due to the serious "damage" of the cargo hold, a large amount
of crude oil was "leaked", it was seriously endangered the marine environment
and the mangrove nature reserve, the search and rescue sub-center immediately
set up an expert consultation group for oil spill disposal, and put forward
professional opinions on oil spill disposal, and based on sea conditions, wind currents,
tides and other factors, they simulated and predicted the shift of the oil spill in the
sea. Five professional clean-up vessels and oil spill emergency equipment were
dispatched to the scene to clear the oil spill on the surface, and the oil booms
was used to intercept and clean the ship, and then they laid out oil absorbent booms,
threw oil absorbent pads, sprayed oil dispersant, finally they successfully disposed
oil spill accident” at sea.
Chen Biwu said that through this drill, the maritime emergency response mechanism
was further strengthened, and the Zhanjiang maritime anti-pollution emergency rescue
capability was comprehensively tested, which effectively verified the effectiveness
of emergency equipment resources, emergency technical strength, and emergency
organization decision-making in the jurisdiction. It was effective for building the
province's marine life rescue and marine pollution accidents emergency response capacities.
