On October 30th, the 2018 Qinzhou City maritime rescue and oil Spill response comprehensive combat drill
was kicked off in the waters of Dalanping, Qinzhou Port, which was hosted by Qinzhou Maritime Search and
Rescue Center and City Oil Spill Emergency Command.
The drill was carried out at 3 p.m. A construction vessel collided with a cargo ship in the east channel
of Qinzhou Port due to uncoordinated action during the crossing of the East Channel. The accident
caused the construction vessel to be damaged and a large amount of seawater entered. One of them
fell into the water. Although the construction vessel adopted emergency drainage measures, the water
intake of the ship was large. After the ship sailed off the navigation channel, the captain decided to
abandon the ship. After the collision of the cargo ship, the fuel leak in the engine room caused a fire.
Although the ship started self-rescue, but the fire could not be controlled, the fuel leakage was basically
controlled, but about 12 tons of fuel oil had leaked into the sea, and rescue was urgently needed. The
captains of the two vessels reported the situation to the Qinzhou Maritime Search and Rescue Center
respectively, and requested personal assistance, fire rescue and oil spill assistance respectively. After
received the report and verified the dangerous situation, Qinzhou Maritime Search and Rescue Center
immediately launched the Qinzhou City Maritime Search and Rescue Emergency Plan and the Qinzhou
Port Oil Spill Response Plan, quickly organized, coordinated and directed the relevant member units and
rescue forces to carry out the wounded transfer, sea fire, and overflow, oil containment and pollution
removal and after-treatment work.
Soon, under the command of the command ship, the departments cooperated closely, the burning
cargo ship had been extinguished, and the members of the ship were also effectively rescued. On the
construction side of the ship, the crew safely boarded the ship that came to the rescue. The drowning
personnel also got out of danger with the help of the rescue team. Finally, the working vessel comes
out to clean up the fuel that has leaked into the sea by deploying oil booms and using oil absorbent pads.
It is reported that there are 13 units participating in the comprehensive practical drill, including 220
participants, and about 18 ships (vehicles) for ships, vehicles, emergency command vehicles and drones.
