At 10 o’clock on October 19, 2018 Luomahu River water emergency rescue drill 

was officially kicked off in the Luomahu Lake Yaowan lake inlet, which was 

organized by Xuzhou Maritime Bureau and Xinyi City Transportation Bureau. 

Xinyi Maritime Bureau was co-organized.

Due to the influence of bad weather, sudden incidents occur every year in

the Luomahu Lake District. Strengthening the safety supervision of key ships 

such as passenger ships is the key to preventing accidents. The Xuzhou local 

maritime department regards passenger ferries, tourist ships and dangerous

chemicals ships as the focus of water traffic safety supervision, actively 

implements various preventive measures, establishes a long-term safety

supervision mechanism, it effectively curbs the occurrence of accidents, 

and fully demonstrates a good social image of the Luomahu River. 

In response to the focus of Luomahu Lake's water safety supervision, this 

drill was conducted a four subjects, including the rescue of the ship in the

bad weather, the fire fighting of ships near the drinking water source, the 

oil spill prevention and disposal by deploying oil booms and oil absorbent pads

and the exercise equipment display. Maritime, waterway, public security, 

fishery administration, Luomahu Lake Tourism Company, Blue Sky Rescue

Team and other units participated in this drill and there were 17 boats 

and more than 80 participants. During the drill, the participating units 

performed their duties seriously and cooperated closely. The on-site

commanders were well organized and commanded properly. On the

one hand, it verified the practicability and operability of the water 

transportation emergency plan. On the other hand, it demonstrated

the good professional quality, strict organizational discipline and good

spirit of cooperation of the city's water emergency team, and built a

hierarchical water emergency plan system. It was also completed the

construction of “Safety Maritime”, exercised the team and accumulated 

experience.

Finally, Zhu Mingxin, chief commander of the drill and director of the Xuzhou

Local Maritime Bureau summarized the exercise. Director Zhu pointed out: 

The water emergency rescue drill is a great test of the practicality and 

operability of the emergency plan. It is also an inspection of the equipment 

and personnel for water emergency response, and it is to strengthen 

coordination and cooperation capbilities of the members of the Luomahu 

Lake Water Search and Rescue Center. Water emergency response work 

must adhere to precautions and be prepared for danger. We should 

continue to strengthen the concept of safety first, firmly establish the

concept that safety supervision is always on the road, continuously strengthen

the safety hazard and succumb to the tiger's awareness, comprehensively 

deepen the construction of emergency rescue system, and effectively establish

a well-trained, responsive, and powerful disposal. The emergency professional team 

will earnestly safeguard the overall development of water transport economic 

development and social stability, and add brilliance to the construction of the 

new “Xuzhou”.
