On October 13, Dongying Shengli offshore oilfield joint emergency drill
was held in the Zhuangxi old 168 oil-sea mining platform and surrounding
waters.
The drill was included many exercise subjects, such as the installation
of pipelines in the tidal flats, the interception and recovery of oil spills
in shallow seas, the ship firefighting, the ship detachment, the helicopters
rescue, the casualties transfer, and the search and rescue of assault boats.
At 9:20 am, the drill was begun. The PCS production command system of
the production control center of the four districts of the Pile West Oil
Production issued the alarm of the component pressure drop of the old
168 well. After checking, it was found that the external transmission line of
the old 168 well group was leaking, and the oil was spilled into the sea to
prevent the slope from entering the sea. At the same time, the Shengli 617
ship was met the bad weather, the host was out of order and the ship was
out of control, then it was collided with offshore structures, resulting in crude
oil leakage, ship fire, and then it was drifted to the vicinity of the old 168 well
group stranded.
As the organization of self-rescue, at the same time, 401 stations and Shengli
617 ships were reported to the Pile West Oil Production Plant and the Offshore
Oil Ship Center. After received the report, the two units started the emergency
plan and reported to the oilfield emergency response office. After research and
judgment, the oilfield immediately launched an emergency plan to comprehensively
carry out rescue work and information guidance work on ship fire prevention, water
loss personnel search and rescue, wounded helicopter rescue, beach shallow sea
oil spill recovery by using oil booms, oil absorbent pads and oil skimmer and fire
protection, and sea pipe plugging.
After more than one hour of rescue, the submarine pipeline was blocked, the ship's
fire was effectively controlled and extinguished, the oil was effectively intercepted
and recovered, the missing persons were quickly searched and rescued, and the
wounded were promptly transferred and healed, and the drill was successfully completed.
