On October 11, 2018, Shenyang Economic Zone 2018 emergency environmental drill
was held in Shenyang. The background of the drill was set as a rupture of a petrochemical
transmission pipeline across a river in a petrochemical enterprise in Fushun City. The oil
product entered the mainstream of the Hunhe River through the tributary of the Hunhe
River, threatening the water environment safety of the Shenyang section of the Hunhe River.
The Fushun Environmental Protection Bureau notified the Shenyang Environmental Protection
Bureau the situation for the first time. After joint research and judgment, it is highly likely that
the cross-border impact will be caused.
The Shenyang Environmental Protection Bureau immediately reported the situation to the
Provincial Environmental Protection Department and the Municipal Government Emergency
Office. Shenyang City is led by the Municipal Environmental Protection Bureau, and the Municipal
Government Emergency Office and the Weinan District Government have entrusted the Petro
China Pipeline Branch to organize the forces of all parties to mobilize the site to carry out series
of operations such as material and equipment transportation, road protection, on-site security,
and lifesaving protection. The water surface interceptions and collection measures were urgently
deployed, such as oil booms and oil skimmer.The emergency monitoring and emergency
engineering technology center adopted monitoring and drone remote sensing in the upstream
to monitor the trend of pollution migration in real time. The provincial environmental protection
department coordinated the environmental protection departments of other cities in the
Shenyang Economic Zone to rush to the scene for supporting.
The drill took the form of actual combat, actual installation and actual combat. In the scenario
setting, it was chosen the Hunhe River oil spill incident and it was no restrictions on the drill time.
The real scene was selected at the drill site. The purpose is to see the existing strength, find
out the real problems, and complement the shortcomings.
After the test of drills, five problems were found, such as hardware equipment, linkage capability
and emergency preparedness. The evaluation was carried out by the municipal government
emergency office expert group. The exercise organization is orderly, the situation setting and
emergency response are in line with the actual requirements, and the expected purpose is achieved.
In the next step, we will further improve the shortcomings from the problems found in the drills
and improve the emergency environmental incidents response ability.
