On September 12th, the 2018 maritime fire rescue and oil spill comprehensive drill 

was held in the Baimajing Town Anchorage, which was hosted by Yangpu Maritime 

Safety and Rescue Sub-center, Yangpu Maritime Bureau, Danzhou Ocean and Fishery 

Bureau and Danzhou Emergency Office were the organizer. It was purpose to inspect

the emergency response capability of the maritime emergency forces in the jurisdiction, 

continuously improve the coordination, command and emergency response capabilities 

of the maritime emergency rescue, and accumulate evaluable experience for future

marine firefighting, teaching and oil spill operations.

According to reports, the background of the day's drill was set as follows: Yangpu Maritime

Search and Rescue Sub-center received warning from the "Jinjia 33" tanker that the ship 

exploded at the Baimajing anchorage for oil supply to the fishing boat, about 2 tons of 

fuel leaked into the sea, two personnel were falling into the sea and then missing, there 

were also a large number of fishing boats around them, which seriously affected the safety

of life and property of the surrounding ships, docks and people, and the situation was urgent.

On the same day, the drill was begun. After the accident occurred, the “Jinjia 33” tanker 

immediately reported to the Yangpu Maritime Search and Rescue Sub-center through high 

frequency. After the Yangpu Maritime Search and Rescue Sub-center verified the dangerous

situation, it immediately notified the situation to the Cangzhou Emergency Office and timely 

dispatched emergency response team to the Baimajing anchorage. The warning group 

evacuated the merchants and fishing boats near the accident ship, and carried out warnings 

to evacuate the onlookers in the periphery; the firefighting team entered the warning waters,

dragged the surrounding XIagang Tug ship and Yanggang Tug ship into the accident ship 

warning zone, and evacuated the fishing boats near the accident ship to prevent The fire 

accident was further expanded, and the sprinkler system was started to control the fire, 

and the accident ship was guided to carry out self-rescue work; the life-saving group 

consisting of sea-patrol ship and sea-supervised ship searched and rescued two drowning

personnel.

About 40 minutes later, the fire of the "Jinjia 33" ship was controlled, and the maritime 

rescue team reported to the on-site command to successfully rescue the drowning 

personnel. The on-site command cleam-up group entered the scene of the accident ship.

The “U” type oil booms was deployed, and the oil absorbent mats was placed and spray 

oil dispersant was sprayed to carry out the waste oil recovery work and prevent further 

spread of pollution.

Cai Jiade, deputy director of Yangpu Maritime Bureau said, through this exercise, the

command and coordination capabilities of the search and rescue member units were

tested, the rescue teams were trained, and the emergency disposal experience was 

accumulated. It is hoped that all participating units will make persistent efforts to strengthen 

their drills, enhance their comprehensive ability, and continue to carry forward the spirit 

of search and rescue that "the danger is the command, time is life, unity is strength", do

a good job in maritime search and rescue, and create a safe and smooth flow for the 

construction of Hainan Free Trade Zone.
