On the afternoon of September 14, the Heilongjiang Maritime Bureau
and the General Administration of Emergency Situations of the Amur
State of the Russian Federation hold the 2018 Sino-Russian boundart
river emergency joint drill on the theme of “co-industry, joint construction,
sharing, and building a destiny community of peace and beauty
between China and Russia”.
In recent years, with the economic development along the border
river region and the substantial growth of Sino-Russian trade, Sino-Russian ship repairing and ship import and export trade has become
more frequent, and it has proposed tasks such as safety supervision,
life-saving assistance and water environment protection for higher
requirements. The Heilongjiang Maritime Bureau and the relevant
departments of the Russia successfully organized a number of
Sino-Russian border river emergency joint drills. it was the Sino-Russian
local cooperation and exchange year in 2018 and 2019. Under this
background, the Heilongjiang Maritime Bureau and the Russian Amur
State Emergency Situation Bureau decided to jointly hold the
"2018 Sino-Russian River Emergency Joint drill."
This drill was taken place in the middle reaches of the Heilongjiang
River for 985 kilometers, which was the near the upper reaches
of the construction area of the Heihe Heilongjiang Bridge. The drill
was included a total of four subjects, such as water life rescue, fire
fighting, anti-pollution and decontamination by deploying oil booms
and oil absorbent pads, and uncontrolled ship collision disposal. The
drill was lasted for an hour. This drill will test the three principles of
emergency cooperation between the Sino-Russian Boundary Rivers,
which is, regardless of the country and the principle of proximity;
the principle of people-oriented and priority assistance; the principle
of pollution prevention and priority protection. This drill will exercised
the emergency coordination capabilities of the boundary rivers ability
between China and Russia, improved the effective application of high-tech equipment in dealing with emergencies on the boundary river,
and accumulated experience in information sharing, joint command,
department linkage, and coordinated operations.
