On the afternoon of August 28, the comprehensive emergency command center
of the Ministry of Transport was in an abnormal state. The 2018 desktop deduction
of the national major maritime oil spill emergency response drill was successfully held.
The drill was simulated a foreign oil tanker "A" with 200,000 tons of crude oil was
collided with a foreign container ship "B" in the outer waters of Zhoushan, Zhejiang
Province, and more than 1,000 tons of crude oil leaked into the sea.
The desktop drill was carried out in Beijing and Zhejiang by video conference, preset
scene and script-assisted mode. It was divided into 5 parts and 22 scenes, including
emergency response, search and rescue operations, oil spill disposal, support guarantee,
and information release. It simulates the whole process of national major marine oil spill
emergency response.
In order to enhance the pertinence of the exercise, fully test the "National Major Maritime
Oil Spill Emergency Disposal Plan", this exercisewas focused on relay and information verification,
evaluation report, emergency response initiation, inter-ministerial joint meeting emergency meeting,
emergency force assignment, oil spill assessment, oil spill monitoring, meteorological forecasting
and warning, drift path prediction, oil spill control and removal by using oil booms and oil absorbent pads,
important target protection, oil pollution storage and disposal, marine environmental monitoring, press
release, and national emergency response termination these 15 scenes.
The deputy director of the Ministry of Transport and the China Maritime Search and Rescue Center,
the founding members of the China National Maritime Oil Spill Response Inter-Ministerial Joint Meeting
participated in the drill in Beijing. The deputy governor of Zhejiang Province, the director of the
Zhejiang Maritime Search and Rescue Center, and the comrades of the members of the Zhejiang
Maritime Search and Rescue Center participated in the drill in Zhejiang.
It is understood that the actual military drill will be held in the waters near Zhoushan, Zhejiang on
September 4th.
