On August 21st, around the theme of “improving emergency response capability,
ensuring the safety of life and property, and protecting the clean environment of
the marine environment”, Qinzhou Maritime Search and Rescue Center held 2018
Qinzhou emergency volunteers for water fire rescue and oil spill disposal drill in the
waters off the Dafengjiang Fort. This drill was aimed to further improve the danger
disposal ability and exercise the emergency response capability of Qinzhou emergency
volunteers in the face of ship fire accidents.
On the morning of the same day, the simulation ship “Sand Ship No. 1” reported to the
Qinzhou Maritime Search and Rescue Center through VHF: The engine room was on fire,
one person was injured, one person was drowning, and oil was found at the stern. After
received the report, the Qinzhou Maritime Search and Rescue Center commanded and
coordinated the drone to the waters of the incident to conduct aerial search and positioning
of the drowning personnel. The simulation ship "Sand Boat No. 2" carried out fire fighting
operations to "Sand Ship No. 1". The Sanniangwan Volunteer Brigade and the Dafengjiang
Volunteer Group of 6 search and rescue volunteers took the speedboat No. 1 and the speedboat
No. 2 to the waters of the incident to carry out search and rescue, and the wounded were
transported to the shore by the “Sea Patrol 10223” ship and carried out emergency treatment
by medical staff. On the downstream side of the “sand boat No. 1” water flow, the cleaning
vessel No. 1 placed oil booms and put on the oil absorbent pads to carry out the oil cleaning
operations. The mobile emergency command vehicle was also used as the communication
guarantee. The real-time picture of the exercise was transmitted back to the search and rescue
center office through the drone, providing technical support for the leadership command team
members to timely command and decision. The entire drill was closely linked, the process was
efficient, and the expected results were achieved.

Office introduced that this drill was involved incidents waters traffic control, marine firefighting,
search and rescue of distressed people, transfer of distressed people in distress and medical
assistance and oil spill emergency dispose.
The drill was a practical exercise without scripts. It focused on practical exercises and did not
have a rehearsal. It well trained the emergency rescue capability of Qinzhou emergency
volunteers and improved the emergency response capability and level of ship fire accidents.
