When a ship was loading oil at the dock, due to the not timely change of cabin, 

the cargo oil was overflowed from the hatch to the main deck and then caused 

pollution. The crew on board immediately started the oil spill emergency plan and

starts on-site cleaning. On June 27th, Zhuhai Zhongran Petroleum Co., Ltd. organized 

a joint emergency drill for ship fire and oil spill incidents at the oil depot terminal, it 

was purposed to comprehensively test and improve the organization and coordination 

and emergency response capacity of relevant personnel.

At 8 o'clock yesterday morning, the emergency drill officially began at the B1 berth of 

the Guishanzhong fuel storage terminal. The drill was consisted of two parts. The first

was the ship-shore fire accident emergency rescue joint drill. When the “Bo×”tanker 

was carried out oil loading operations, the fire was in the ship’s material room, and the

fire condition is urgent. The ship immediately started the “fire fighting deployment” and

began to rescue the site. The captain alerted the oil depot and alerted the Wanshan Port 

Maritime Department. In accordance with the safety production emergency plan, the oil 

depot reported to the competent authorities of China Combustion Headquarters, Wanshan 

Port Maritime Department, Wanshan Safety Supervision Bureau, Port Bureau, etc., requesting 

Guishan Town to provide fire support, then the oil depot emergency team was immediately 

in place and began to coordinate ship fire fighting. After the rescue, the "Bo X" ship captain 

reported that the fire has been effectively controlled, there was no possibility of re-ignition 

without open fire and there was no harm on the scene and no equipment damage.

Subsequently it was carried out oil sill accident emergency drill. After the accident, China National

Fuel Corporation immediately launched the "Special Emergency Plan for Oil Leakage Accidents". 

The terminal immediately organized the shutdown of the oil transfer process and arranged for the 

cleaning company to install a second oil booms outside the existing oil boom to prevent oil pollution

from spreading. . The fireboat and the technical team cooperated with the oil skimmer to collect

the oil. The cleaning company cooperated with the production team to collect the slop oil with 

shovel, bucket and oil absorbent pads. Finally, it was reported to the maritime department for 

approval and then used oil dispersant to clean the oil.

After the drill, the relevant person in charge of the Wanshan Port Maritime Department put forward 

relevant suggestions and opinions on the problems existing in the exercise, emphasizing the need to

further improve the water traffic safety emergency response abilities, and improve the handling response

mechanism of ship-shore linkages, and then further enhance the emergency response ability of enterprises.
