On July 4, Sanya City 2018 Marine Pollution Prevention Comprehensive Emergency Drill 

was held in the waters of Sanya Bay. The drill was mobilized the strongest emergency 

disposal professional and social forces in the Qiongnan area, including Sanya Maritime

Bureau, Sanya Municipal Government Emergency Office, Safety Supervision, Transportation,

Ocean, Fire, Rescue, and Cleanup Units, which was more than 100 people, 12 Ship and a seaplane.

In this drill, when two ships carrying bulk liquid dangerous goods were transported, one of the 

cargo oil pumps leaked oil, Due to the leakage of the lighting line temporarily during maintenance, 

the flammable and explosive gas that accumulated in the cargo pump room was ignited, and the 

explosion-proof vibration caused the flange of the unloading hose of the wheel end to loosen, 

finally the cargo oil leaked into the sea, and one crew member accidentally fell into the water 

during the evacuation process, it was seriously affected the life and property safety of the

accident ship and surrounding ships. It was also threatened environmentally sensitive waters 

such as the Sanya Bay beach, the situation was very urgent.

After the dangerous situation was occurred, the Sanya municipal government immediately launched 

the “Emergency Plan for Pollution of the Marine Environment of Ships and Related Activities in 

Sanya City”. The Deputy SecretaryGeneral of Sanya Municipal People’s Government Xing Zengming 

served as the chief commander, and the Deputy Director of the Sanya Maritime Affairs Wang Guo 

served as the on-site commander. It was successfully organized the five emergency response subjects

such as accident response, ship fire fighting, personnel search and rescue, marine oil spill containment 

by deploying oil booms, and oil spill removal by using oil skimmer. It was effectively checked the 

member's disposal abilities, such as accident warning, command coordination, emergency communication, 

and accidents monitoring, traffic alert control, oil spill disposal, casualty transfer and medical aid. The

simulation scenes were real and practical.
